· Developing comprehensive on-Airport land use development plan
· Evaluate reuse opportunities of existing facilities on the Airport that are currently unoccupied
· Evaluate development options for the passenger terminal area complex
· Assess ground surface access improvements to the Airport
· Develop projections of future aviation demand
· Develop comprehensive strategic business plan for the Airport
· Complete a safety management plan for the Airport complex
· Update the Airport’s property map and the long-range development plans
· Prepare a detailed financial analysis including consideration of various funding sources
In addition, the project scope includes a comprehensive Geographic Information System (GIS) aerial mapping survey of the Airport and its environs. This mapping exercise is a new technology that the Federal Aviation Administration (FAA) is evaluating. Fort Wayne International Airport has been selected as one of the FAA’s pilot airports for this effort.
The Airport Master Plan Consultant
RW Armstrong, the prime consultant for the master plan, is providing the full range of professional consulting services needed to complete this study, including: aviation demand forecasting; airfield facility planning; on-airport development analyses; terminal area facility planning; strategic business planning; preliminary engineering services; and comprehensive financial evaluations. Founded in 1961, RW Armstrong has nearly 600 employees, with more than a 100 dedicated to airport-related planning and design. RW Armstrong is supported in the development of this master plan by Aerofinity, Inc., Dave Fleet Consulting, SCO Engineering, Optimal Geomatics, and ROI Marketing Company.
The Technical Advisory Committee and Land Use Committee
A Technical Advisory Committee (TAC) was formed to technical provide guidance in the development of the master plan. The TAC consists of representatives of the FWACAA, airlines, Airport tenants, utility companies, FAA, Indiana Department of Transportation, other key agencies and interest groups. The TAC will convene at various milestones throughout the course of the study. The role of the TAC is review working papers and other technical reports to ensure that all relevant issues are adequately addressed. The TAC members are listed below.
